where do we expect the level of ground water to be higher in largely constructed areas or large open unconstructed stretch of land? & why

large open unconstructed stretch of land when dug, we expect more ground water than the other one as construction made of concrete and rocks do not allow so much rain water to enter the ground which the unconcreted ground allows because finer particles.......
