well first of all nice question,
now, we know everything is made up of atoms, right?
foe atoms have electrons protons and neutrons. now electrons are negatively charged particles while protons have equal positive charge and neutrons are neutral. so the overall charge on the atom is neutral. thus the total charge on an atom is neutral so when we add more electrons to the atom, the negative charge increases than positive forming total charge as negative charge, likewise, when we isolate or take electrons out from the atom, it increases the positive charge in the atom forming positive charge as total charge. the value of charge is equal to the number of electrons added or extracted. now lets consider H₂O. it is initially neutral, now if we isolate an electron from both the H, they will be left with a proton creating H¹⁺ charge on both, now, both the isolated electrons when move into O, it likewise creates, O²⁻ charge. this is how the charge is formed and it propagates as the electrons move from atom to atom.
