Because authoritarian government makes people to follow the rules even if they don't want to if not so those people will face consequences from the authority, so people/citizens have to follow it.

On the other hand , in democratic government people are free to speak ,power is shared,everyone has a say in decision making . Therefore people act against certain rules under influential powers.
