No one is owning the Internet , Every one(county / organization) has their  servers (web server) that are connected on same infrastructure (internet) and allowing access to people. that how internet works. there are some major players that ensure the smoot connectivity of internet infrastructure between continents ,such companies maintain the under sea internet cables . these companies are a called Tire -I ISP(internet service provider) .they charge a amount to Tire-II and Tire-III ISP to use their internet infrastructure.
