It so because most Indians are right handed.

The larger plate on the right contains the bread(roti/paratha) as you are comfortable eating them with your right hand there.

On the other side,(left) you have a smaller (quarter plate) that is well suited for eating the main course meals( Daal/Paneer etc).

And of course you can interchange the plates if you are a lefty.
