'Has' is used with singular noun or pronoun and 'have' is used with plural noun or pronoun as well as 'I'.

Firstly ,i want to say that has/have is used in present perfect Tense.

Have is used with plurals(I,WE,YOU, THEY)e.g.I have to go.

Has is used with singular(HE,SHE,IT)e.g.

He has not completed his notes.
