Whether potential energy increases or decreases for (i) a spring stretched (ii) compressed ?

In either case, the potential energy increases.

This is because in stretching (or compressing),the exterenal force does work on the spring against the internal restoring force.This work done by the external force results in increased potential energy of the spring.
