It was started as a non-intervention policy by Governor General Bengal, Lord Wellesley (1798–1805).

According to this system, every ruler in India had to accept to pay a subsidy to the British for the maintenance of the British army. In return, the British would protect them from their enemies which gave the British enormous power and hope, opportunity to expand.

Provisions under it :-

No european can be employed in territory under this alliance without British Officer’s Permission.

British Army has to be garrisoned in territory.

Ruler of territory can not make any agreement, negotiate with any other ruler without permission of Governor General.

A British officer has to be stationed at territory all the time.

Victims of this policy :- Nizams of Hyderabad, Mysore, Holkars, Last Marathas like Scindia and Bhosle.
