NASA has a high budget of about multi-billion dollar since 1960. But ISRO has had used its resources such as people, technology, capabilities, money in a very efficient way.
The following are the achievements yet to accomplished by ISRO which are already flagged by NASA:
(1). ISRO has not declared the mission of sending man to moon.
(2). ISRO has not developed a shuttle with human payload. The have space shuttle with RLV technology demonstrator which is intended for unmanned mission.
(3). ISRO doesn't have window for cooperation with ISS. So, they have to join the next International effort.
ISRO, which is an Indian space Research Organisation is becoming very popular around the world in these days.
After the Mangalyan of ISRO it becomes the 4th powerful space organisation.
NASA, which is an space organisation of America is very powerful and listen as number 1 around the world.
NASA is very much well developed in comparison to ISRO, But Our ISRO is also developed in comparison to NASA in many extent.

Also, NASA has send the satellite on Jupiter for knowing about its atmosphere, but ISRO has not decided that yet.
But we are sure that ISRO will soon compete with NASA since it is developing at an faster rate.
