For option (b) BF3 boron has 5 electrons in valence shell in which three are bonded to fluorine atoms and for fluorine it is one electron short of its octet fluorine has total 7 electrons in valence shell. In total the compound BF3 has 3x7= 21 electrons for fluorine and 5 of boron electrons, hence total 26 electrons. Bond order of SO3^2- is 1.33 as it has four sigma bonds and 2 pie bonds.

For CO3^2- the number of electrons is 26 and bond order is 1.33 as there are 3 resonating structure.
