the answer is copper  sulphate into water. Because air moves faster than water . so copper  sulphate into water will diffuse very slowly .

Molecules of a liquid have more force of attraction as compared to the molecules of a gas. Therefore, molecules of liquid has less kinetic energy as compared to gas molecules.

Whereas gas molecules are held together by weak Vander waal forces. Hence, they have maximum kinetic energy and therefore, they move rapidly from one place to another.

So, copper sulphate being a liquid solution will have slow rate of diffusion as compared to nitrogen oxide which is a gas.
