Dogs at rest have a normal respiration rate of 10 to 35 breaths per minute. The average dog at rest takes 24 breaths per minuteA normal cat takes between 20 to 30 breaths per minute. Fish don't *breathe*, per se, but they would take around 100-120 "breaths" a minute. Pigeons take about 25-30 breaths per minute, and rats take about 85 breaths per minute.

Out of the animals that actually breathe with lungs and air, rats have the highest breathing rate. However, out of the five animals you have listed, fish definitely have the highest.
