Voluntary works means by those work which helps the society in developing it's culture and other kinds development. The development may be the development of education and littreacy. It may be the development of cleanliness. It may be the development in advanced technologies, it may be the development in treatment of patients.
So, a society should be developed in all the ways to face any kind of situation, at any moment. It should developed from all sides.
