1) High poverty levels: A majority of the people lives below the poverty line and they do not have access to basic health and educational facilities.

2) Brain drain: Migration of highly skilled labour termed as brain drain slow down the process of human capital formation in an economy.

3) Rising Population. Rapidly rising population adversely affects the quality of human capital formation in developing countries. It reduces per capital availability of existing facilities.
