The zones were to be controlled by Great Britain, the United States, France and the Soviet Union. The outcome of WW2 was the Axis defeat (Germany, Italy, Japan, and others) by the Allied (USA, France, UK, Soviet Union and others). While Hitler and Mussolini were dead, Hirohito did not. The Allied decided that it's the best if Japan retain its emperor to avoid people like Hitler rise up and start another World War.
