Answer: Gram Panchayat , Mandal Parishad or Block Samiti or Panchayat Samiti and Zila Parishad .

Explanation:

In India the three tiers (levels) of the Panchyati Raj are Gram Panchayat , Mandal Parishad or Block Samiti or Panchayat Samiti and Zila Parishad .

The Panchayati Raj  in India usually refers to the system of local self-government in India. It was introduced through a constitutional amendment in the year 1992. However it is based on the traditional panchayat system of  India.

It was formalized in the year 1992 after consultation with number of Indian committees keeping in mind the various ways through which it can be implemented in a more decentralized administration manner.

The Panchayat Raj has three tiers or levels such as Gram Panchayat (village level), Mandal Parishad or Block Samiti or Panchayat Samiti (block level), and Zila Parishad (district level).

1. Gram Panchayat:

The Gram Panchayat is at the lowest in the structure of the Panchayati Raj . Each village or a group of villages has its own Panchayat  in case the population is less of these villages . The representatives of Panchayat are mainly the ones who are elected by the villagers.

2. Panchayat Samiti

It is on the second level of the Panchayati Raj structure which usually consists of 20 to 60 villages depending upon the population and area.

3. Zilla Parishad:

It stands at the top of the structure of the Panchayati Raj system. Usually this Parishad comprises of representatives of the Panchayat Samiti which includes all the members of the State Legislature and the Parliament representing whole or a part of the district; all district level officers of the Public Works, Medical, Agriculture, Public Health, Engineering, Education and other development departments.

Hope this helps.
