Of course the state with the least density i.e. Arunachal Pradesh is a very least populated state. The reasons are:-

1. It shares its borders with the country of china. So, normally due to security reasons people are displaced from their homes. This makes the people move out and settle in some other states of India.

2. It is mainly covered by forests. We can find a lot of tribes who follow traditions in the forests. As the government or builders are opposed by tribal people for cutting down trees, there is no scope for development. Whereas, in India we have developed cities like Delhi, Mumbai etc. So, people move to more developed cities.

The second sparsely populated area is Jammu Kashmir

You may find people in the capital cities like Srinagar and Jammu but some areas like Ladakh (Leh) are very sparsely populated/

1. The main reason again is the border sharing of JK with China and Pakistan. In our constitution under the article 370, JK is regarded as a special state which has to maintain some limits due to security reasons.

2. It is a mountanious area, such a place where you won't find a good hotel to have food and where reaching of vehicles for vegetables is not at all possible. So, again there no scope for development. Therefore, people don't live in these places

Sikkim is least populated area in India because of unfavourable climate and conditions.
