Before the Constitutional Convention was developed, the United States was governed by the Articles of Confederation. This constitution granted very little power to the federal government. The federal government could make laws and raise an army. However, states had the power to ignore federal laws and they were not forced to pay the federal government any tax money. This caused the federal government to be in debt, as they had no source of revenue.

Based on these types of weaknesses (to name a few) a new constitution with a stronger federal government was much needed.
