Hot steam .

becuz it is formed at higher temperature than the temperature of liquid water.so steam has more thermal energy than the hot pan too..so burns our hands most .

Hot steam burns the Hand more readily and severely. This is because the steam is already converted to its gaseous form and doesnt take Latent heat of evaporation. A hot pan on the other hand only transfers the heat to one's hand on touching.
