live in Belgaum and have visited Hubli many times. Both the cities are very similar and are growing at a similar pace in terms of infrastructure. Both cities have great educational institutions, hospitals, inspiring entrepreneurs and so on. At times there is healthy competition between both cities and it yields in both cities vying to improve themselves.

I think both cities would be excellent to live in. What makes any place best to live in, is the people. If you have family, relatives or friends in either of the city - prefer that one, as having a support backbone goes a long way.
