Nobles and clergy were exempted from paying taxes that means 1 and 2 nd estates members were exempted.

Before 1789,French society was divided into three estates , first estate ( clergy ),second estate ( nobility ) and third estate ( poor peasants , merchants , landless labor etc.) . The first and second estate that is clergy and nobility were exempted from paying taxes.
First and second estate and rich members of third state owned about 60 % of the land while their population wad just 10%.This had resulted in increasing the gap between rich and poor people.
