you can set the policy to have password to stop the service or uninstall using the steps

1. Open the Symantec Endpoint Protection Manager Console

2. Click Clients

3. Select the Policies tab.

4. Click on General Settings.

5. Select Security Settings tab.

6. Select Require a password to stop the client Services

7. select requires password to uninstall

8. Type the password in the password field.

9. Click OK.
