Not, a single conductor but a capacitor type set up and u can charge it as much as u want as long as your have it set up in environment which has high,very high breakdown voltage .

I think the capacitance value will limit u so consider high voltage.

U could use van-de- graff generator or transformers etc for your high voltage requirement.
