Every country that who is considerate and cares for its people should support the person in fulfilling the basic needs. Those countries who don't act like this are not developing ones and probably have a poor growth rate in various departments. Because it is the people of the country that when given the support, yields success and makes the country grow higher. So, it is the responsibility of the government to support its people because in the end, it is them who provides beneficiary.
