Most probably China is likely to start this as it's havin' intense relations with America, India, Australia bla bla bla..
As you know that each n every nation's self destructing their own nuclear weapons but on the other hand China is goin' on increasing it. They invented COVID (bio-weapon) n spread it n the current situation as you know what the condition is! So, in my point of view it's China
North Korea is my 2nd choice as because of Kim Jong-un
