Choke coil is used in fluorescent lamps or tubes, initially it provides a very high voltage and once the gas in the tube is ionized, choke provides a low voltage. Usually it is used to allow DC and blocks AC to pass through the circuit.

As a choke coil works as an inductor, it is used in electrical circuits to allow DC current to flow through the circuit and block AC current from passing through circuits. Why choke coil, because it wastes power in the form of heat which could happen in an ordinary resistor.
