Cl2 and H2 carry covalent bond while mgcl2 and ccl4 carry ionic bond
If you take the case of ccl4, carbon has four valence electrons while each chlorine has deficiency of one electron. So carbon gives its electrons to chlorine atoms so that all atoms become stable.
In cl2 each chlorine has deficiency of one electron, so each chlorine atom donates one of its electrons and do mutual sharing, so two electrons are donated which are used by both chlorine atoms.
