Lime and silica make about 85% of the mass of cement. However, lime by itself is not used in the production of Portland cement concrete mixtures. Hydrated lime is usually used in the production of asphaltic concrete mixtures.

Lime does not form part of reinforced cement concrete.

The combination of common concrete with reinforcement to increase its capacity of tensile strength  to a higher grade id reinforeced cement concrete.

in the process of cement preparation lime is involved but in increasing the capacity of concrete that means in reinforcement it is not involved.
