I dont know about the element but the organ that regulates water content of blood is kidney

Sodium. If you have more Sodium in blood then you will retain more water in blood. This increases blood pressure so one should ingest sodium least possible. Else you need to take Lasix tablet to remove Sodium and water through urine.
