For example chlorine is less reactivethan fluorine because the outer electrons in a chlorine atom are further from the nucleus than the outer electrons in afluorine atom. It is harder for a chlorineatom to gain an electron than it is for afluorine atom.

so bcz of this it is difficult for chlorine to gain electron.
