Highest IONISATION ENERGY will be to that element which has highest stability and that's because we need to supply more energy to break the bond a stable compound.

Lets take an eg. :)
Elements which has complete octet will be the most stable like noble gases(He, Ne,Ar,Kr,Xe,Rn) so they will be having the highest IONIZATION ENERGY...
