We'll take OS of O as -2 and that of Cl as x.

In Cl2O,

2×x + 1(-2) = 0

2x - 2 = 0

x = +1

In Cl2O5,

2×x + 5(-2) = 0

2x - 10 = 0

x = +5

In Cl2O7,

2×x + 7(-2) = 0

2x - 14 = 0

x = +7

In Cl2O3,

2×x + 3(-2) = 0

2x - 6 = 0

x = +3

Higher the oxidation state higher acidic strength, therefore Cl2O7 is more acidic than others.

* As to your doubt, sum oxidation state of all ions in compound is equal to charge on it. That's why here total sum is taken 0 .
