It was nothing more than a pretence, because if there really was equality, then there would not have been any need to keep the blacks and the whites separate. The blacks in America had to fight for true equality. They even had to fight for being allowed to enter the same schools as whites. Therefore, option D)  indicates how unfair the segregation laws were, and how there was no true equality.
