Out of the factors listed, air is that one factor which does not affect industrial development. Water is always needed to promote an industry.


The development depends on water because in the absence of water, the production might not take place and same for electricity.


Without labour, industry cant function.


Even if the industry is capital intensive, it needs some labour to manage the process.
