It is not the govt that conducts elections. An independent organisation called The Election Commission conducts the elections.  The chief of the election commission - Chief Election Commissioner is appointed by the President under the advice of council of ministers. But, during the election period the Election Commission  is in charge of the particular place. All govt officials report to the election commission during the election time period
