According to me it is organising....

GroverSahab: no man its staffing
SharpMind: it is not allocating the resources aren't the function of staffing... staffing is a process of selecting a right person for the specific job... whereas organising refers to implementing the plan and allocating the resources organising or introducing persons with their jobs by grouping tasks...!! FOCUS MORE!
