On 7 August 1990, the National Front government declared that it would provide 27 per cent reservations to "socially and educationally backward classes" for jobs in central services and public undertaking.  The Mandal Commission was established by the Janata Party government under Prime Minister Morarji Desai. The commission was appointed to identify the need for reservation of seats for the Socially and Educationally Backward Classes in India. It was headed by an Indian parliamentarian the late B.P. Mandal. The implementation of the Mandal Commission Report led to widespread protests and counter-protests, some of which were violent. 2. People reacted strongly because this decision affected thousands of job opportunities.
