your given problem is,

2x+3 > -9

→ 2x > -12 ⠀(subtracting 3 on the both side)

→ x > -6 ⠀ (Dividing both side by 2)

Description:

Since the greater than '>' notation means every value placed in the left hand side must be greater than the value (here a constant) of the right hand side.

Since here the left hand side is a variable. it can take any place in the numberline which is greater than -6 but not anything lower of it and -6 itself. Thus the picture I provided you represents the graph of this answer.
