the group 18 ie of noble gases which includes

He,Ne,Ar,Kr,Xe,Rn

has highest ionisation energy due to completely filled outer shells.

ionisation energy of an element depends upon the strength with which the electron to be removed is bound to the nucleus. thus the ionisation energy of an element depends upon its location in the periodic table. therefore there is no particular group which have highest ionisation energy.
