Actually all the halogens have 7electrons in their valence shell
it means they require only one electron to complete their octet
that's why their oxidation state is-1
however when some more electronegative elements combine with them then their O.S became positive bcoz in that case they r forced to donate electron
All halogens can have positive ON except flourine bcozit is most electronegative
