To find the range of a temperature we have to subtract the lowest temperature from highest temperature.

But here neither lower temperature nor the higher temperature either of the both cities is given.

Chennai lies near the India Ocean, we knkw that the places near the sea have equable type of climate which means the places that lies near the sea neither experiences very hot climate nor very cold.

We also know that the places that have equable type of climate, do not have a higher climatic range because the range that lies near 10 is considered as equable.

Where as Shimla, does not lie near any sea, so it means it does not experience equable climate, that means its temperature range will be higher.

So Shimla has a higher temperature range than Chennai.

Answer:

Shimla has higher range of temperature since it's distance from the Sea is more so it will experience extreme type of climate. But since Chennai is near to the Sea it experiences moderate climate.
