Short answer: It depends …
If dealing with atomic hydrogen (1H1)/oxygen (8O1 (a.k.a. O(3P))), there are no molecules in either kilo (but you have to count fast: both H1 and O1 tend to quickly combine into molecular compounds).
Of the molecular forms (H2/O2), the much lighter H2 (1H Ar 1.008)1 would outnumber the heavier O2 molecules (8O Ar 15.999) by ≈ 16 to 1.
