If the voltage is the same, the 60w bulb will have more resistance.

We have the equation, P=V²/R

From this R=V²/P

So the bulb with less wattage will have more resistivity. i.e, The 60w bulb will have more resistance.(According to the equation R=V²/P, if the value of P increases then resistivity decreases)
