a high resistance appliance will have low power and a low resistance appliance have high power rating.So,100W filament bulb will have high resistance than 1 KW electric heater.

P = V^2 / R => R = V^2 / P
As V is same, Resistance is inversely proportional to Power.
Resistance of 100 W filament bulb is higher (10 times) as compared to 1 kW electric heater.
