Yes. Thermocool helps with both sound as well as heat. There are however more efficient sound protecting materials to prevent sound entering or leaving a room. 5cm thick Thermocool/polystyrene has a “Sound Absorption Coefficient” of about 0.3 (depending on thickness and how it is mounted). Polyurethane foam is probably better as that can get close to 1.0 - which is why it is what is usually used in recording studios - normally formed into an egg container/waffle form to help break up sound waves.
