Generally speaking Lok Sabha is more powerful than Rajya Sabha but on an in depth analysis both houses can be comparable or non comparable with respect to certain provisions
Case I( Powers of RS=LS) :
a) Introduction and passage of ordinary bills and constitutional amendment bills
b) Introduction and passage of Financial bills (Not Money Bill) involving expenditure from Consolidated Fund of India
c) Election and Impeachment of Presidentd) Approval of Ordinances issued by President
d) Approval of all 3 types of Emergencies by Presidentf) Consideration of reports of constitutional bodies like UPSC, CAG, Finance Comission, NCSC, NCST etc.and many more
Case II (Powers of LS>RS):
a) Money Bill can only be introduced in RS and RS can’t amend or reject money bill, it can just withhold bill for max period of 14 days and recommendations of RS on money bill may or may not be accepted by LS, in both cases money bill is deemed to have been passed by both houses
b) Final power to decide whether a bill is money bill or not is vested in Speaker of LS only.
c) Only speaker of LS can preside over joint sitting of both houses (Art 108)
d) RS can’t vote on “Demand of Grants”, which is exclusive privilege of LSe) RS can’t introduce No Confidence Motion as Members of Council of Minister can be from both houses but they are responsible only to LS

a)Under Art 249 only RS can authorise Parliament to make law on subject enumerated in State List of 7th Schedule
b) Under 312 only RS can authorise Parl. to create new All India Services common to both Centre and State
c) Under Art 67 only RS can initiate process of removal of Vice President by a resolution passes by RS by Special majority and agreed to by LS by simple majority as VP is ex officio chairman of RS
