FOR THE HOUSE OF THE PEOPLE :

Indian Council of States (i.e. Rajya Sabha) has prescribed 250 members.Where as the House of the People(i.e. Lok Sabha) has a prescribed strength of 545. So in case of a joint session the House of the people will prevail.

The joint session of the parliament is presided by the Speaker of the House of the People , on his/her absence it is the deputy speaker of the House of the People and further on his/her absence it is the deputy chairman of the Council of State. Thus the House of the People, colloquially the “Lower House”, has an upper hand in joint session of the parliament.

The Lok Sabha has the prerogative of passing the Money Bill which the Rajya Sabha doesn’t enjoy.

The No Confidence Motion has to be testified on the floor of the Lok Sabha.

The party or coalition establishing the simple majority on the floor of the Lok Sabha after the general election forms the Union Government.

FOR THE COUNCIL OF STATE

During the dissolution of the Lok Sabha, if any emergency situation (i.e war, natural calamity etc.) comes into emergence then the Rajya Sabha can function as the parliament, solely.

Rajya Sabha can pass a resolution on extending the powers to the Union on legislating the subjects which comes under the State List(i.e. Seventh Schedule of the Indian Constitution).

Creation of new All-India Services(currently IAS,IPS & IFS) can be done with the recommendation of the Rajya Sabha.

When we comes to Britain it has the exception of having more Upper House(House of Lords) strength than that of the Lower House(House of Commons),in terms of members.Thus it is an exceptional case of a dominating Upper House against the Lower House, when it comes to the joint sessions.

Hence on the basis of the above analysis we can conclude that the Lower House of the parliament is much more powerful than that of the Upper House in majority of the cases with certain exceptions.
