It is because the members of vidhan sabha are elected by the people while members of vidhan parishad are elected by the members of vidhan sabha. Also the strength of members in vidhan sabha is more than that of vidhan parishad.
Vidhan Parishad is present in only 7 states of India .while vidhan sabha is present in all the State of India .
