The colonial Government proposed the reservation of two-thirds of the forests are and stop shifting cultivation, hunting and collection of forest produce in 1905. Those who were allowed to stay in the reserved area, were forced to work hard for the forest department. Gathering of people took place where these issues were discussed. Gunda Dhur was an important leader during that time. Secret messages were inviting the villagers to rebel were passed. Bazaars were looted and houses of officials, traders, schools, police stations were burnt. All those who were attacked were associated with colonial state and its laws.  
The Indian forest communities which involved in the rebellion were the tribes of Santhal Pargana under Siddhu and Kanu, tribes of Chhotanagpur under Birsa Munda, the tribes of Bastar under Gunda Dhur and the tribes of Andhra Pradesh under Alluri Sitaram Raju.
