Polyvinyl chloride or PVC is a plastic polymer that can be used as best insulation among the four option because of its resistance to all three components given that is oil, water and heat. The PVC comes in two forms namely rigid (also known as RPVC) and flexible.  

The flexible PVC has found its use in food covers, bottles cards, etc. while rigid PVC has found its importance in constructions. They are also made softer sometimes so that it can be used in cable insulations, pipings, leathers and many more.
